Rede Abrigo presents unprecedented data on foster care at a public hearing in ALERJ.

On the morning of August 26, 2025 , the Rede Abrigo Institute participated in a public hearing at the Legislative Assembly of the State of Rio de Janeiro (ALERJ) . The meeting was convened by Deputy Munir Neto , president of the ALERJ's Commission on the Rights of Children, Adolescents and the Elderly , and its agenda included a presentation of the current scenario of institutional care for children and adolescents in the state of Rio de Janeiro .

What was presented
The hearing marked the release of the first results of the Longitudinal Evaluation of Foster Care Institutions (ALIA) , a study conducted by the Rede Abrigo Institute that analyzes the reality of institutions responsible for ensuring protection for children and adolescents in foster care.
The hearing panel consisted of authorities and experts:
Judge Sergio Luiz Ribeiro ;
Public Prosecutor Raquel Madruga ;
Public defenders Eufrásia Souza and Clara Lucchese ;
Deputy Munir Neto ;
Director of the Rede Abrigo Institute, Douglas Lopes ;
ALIA research coordinator, Giovanna Cinnachi .
Discussion and next steps
In addition to the presentation of the data, there was a broad debate about the challenges faced by foster care institutions and the urgency of guaranteeing fundamental rights for children and adolescents in foster care.
The meeting was considered an important milestone because it resulted in concrete objectives defined collectively , strengthening the commitment of the different actors present to improving the reception policy in the state.
