Shelters , also popularly known as refuges , and called Formerly known as orphanages , these are protective services where children and adolescents are temporarily housed when there is risk, violation of rights, or impossibility of remaining with their family of origin.

Unlike the old logic of orphanages, characterized by large groups and little individualization, current foster care institutions accommodate fewer children and adolescents, follow the guidelines of the ECA (Statute of the Child and Adolescent) for comprehensive protection, and aim to offer care, emotional bonding, and healthy development , always prioritizing the return to the family or the building of new family ties.

The Abrigo Network works to ensure that every child in its care has their rights guaranteed, is treated with respect and safety, and has real opportunities for growth, breaking cycles of violence and offering a welcoming, humane, and transformative environment.

Children and adolescents living in foster care institutions should have all the rights guaranteed under the Statute of Children and Adolescents (ECA) .

The Shelter Network works precisely to verify, monitor, and ensure that these rights are being effectively fulfilled in each placement.

The rights provided for in the ECA are:

• Right to respect

• Right to professionalization

Ensuring these rights is fundamental so that each child or adolescent in foster care can rebuild their life with safety, affection, and dignity.
